VCDA Cold Migration ISO - No such file or directory (os error 2)

The aim was to tinker with the ISO for a VCDA Cold Migration.
The idea is you can boot an ISO to a windows/linux VM that runs on KVM/ESXi/Hyper-V/Bare Metal and replicate the bits to VCDA to then power on in VCD.

The lab only has the VCDA on-prem to on-prem setup (no VCD) which does not support a Cold Migration. I tested anyways to see what would happen.

Used the latest 4.7.1-d094a2c9 live-image-amd64.hybrid.iso

Booted to the ISO on both with the same result of a command prompt and error – No such file or directory (os error 2)
Since this ISO is should be uploaded to the VCDA replicator and then setup in VCDA to download; my guess is the ISO is not fully provisioned since you can add an expiation date.

I will take this as clue to upgrade my lab to add VCD to test the formal supported process.
